The Antelope Valley Air Quality Managment District has issued a Public Notice with regards to an application by T-Mobile West LLC to install a generator ajacent to Palmdale High School. Below is the text of that notice and a downloadable copy:

PURSUANT TO RULE 212 & Pursuant to Health & Safety Code, Section 42301.6

DATE: September 15, 2021

The Antelope Valley Air Quality Management District (AVAQMD) has received a permit application to install an emergency generator powered by a diesel engine in your neighborhood.  The AVAQMD is the air pollution control agency responsible for the Los Angeles County portion of the Antelope Valley.  Anyone wishing to install, operate, or modify equipment that could be a sources of air pollution within the Antelope Valley must first obtain a permit from the AVAQMD.  The California Health & Safety Code §42301.6 and AVAQMD Rule 212 requires the permit applicant distribute a public notice, prepared by AVAQMD, prior to the issuance of the permit to notify parents of students, as well as local residents, when a proposed installation of a source of air pollution will be located within 1,000 feet of a school site.

T-Mobile West LLC has proposed to install one (1) 85 BHP GENERAC MODEL D3400T, EPA TIER 3 certified diesel-fired emergency/standby internal combustion engine powering an electrical generator at 2272 East Palmdale Blvd, Palmdale, CA 93550. AVAQMD has evaluated the permit application for the proposed equipment and determined that the equipment will meet all applicable air quality requirements.

The generator will only be operated during the loss of electrical power to the building or during short durations for maintenance and testing.  Non-emergency, use such as maintenance and testing, will not be allowed during school hours or whenever there is a school-sponsored activity.  The operation of the diesel engine that powers the generator will release products of combustion into the air that include diesel particulate.  The AVAQMD has evaluated the short term and long- term health impacts associated with the maximum potential emissions produced by the operation of this engine.  Using worst case conditions, our evaluation shows that short term and long-term health risks are well below the AVAQMD’s risk thresholds.  According to state health experts, the surrounding community, including the most sensitive individuals such as the very young and the elderly, will not experience an adverse health impact due to the release of the air emissions from this equipment.

Anyone wishing to comment on the proposed issuance of this permit should submit their comments in writing within 30 days of the distribution date of this letter. If you are concerned primarily about the zoning by which this facility has been sited at this location you should contact your local city or county planning department.  Comments should be mailed to the following address:
